In 2010, journalist Lato Lapsa leaked a Nomura report on his website www.kargins.com. As a result, Lapsa was threatened by the State Security Service and took down the website. The Nomura document revealed the largest fraud in Latvian history, a collusion between the Parliament and the EBRD to cover-up the disappearance of the assets of Parex thus putting all losses to taxpayers in an intransparent way. Also, the losses were increased because taxpayers had to pay the EBRD for participating in the cover-up even though this was against taxpayers interests. Surviving pages of this report are here.
